How new is the Coalition government desire to cut bureaucracy and redistribute power back from the government?

I don't know what they're doing with the police. The only thing I've heard is that there was talk of cutting police numbers from 140,000 to 100,000. We'll all find out on Wednesday. That's when they announce their plans for dismantling the UK economy.
