What eyeliner brand is best?

Honestly.. It's the cheapest I've ever bought. But it's called Wet & Wild. It was like, a dollar at the drug store? I have really watery eyes, but with this it stays on for a decent amount of time. I don't know if it is nonallergenic- you'll have to check that out. But it's pretty good otherwise!
