What is the purpose of telling the world that we won't retaliate with wmd's if they use them on us?

He said he wouldn't use nukes on countries that didn't have nukes. Seems reasonable enough to me. It isn't like they are going to use them one way or the other. It could mean the end. It is nothing but political posturing any way.
