With only $50.00 and a list of 25 people already, you maybe have a couple of dollars to spend on each person. Best bet may be to get the fixings and make a batch or 2 of fudge or cookies and give each friend and the cousins some of your home made goodies. Then could spend the bulk of your money on your sister and parents.
